states senate. a lot of people don't appreciate how important it was for us to get that done. chuck schumer and i and others and dick durbin were involved a bistart san effort to avert that. we were able to do that with the co-leaders. there is a desire for bipartisanship here in this body. i think we can show the country and the world that we are capable of tackling this issue, a looming and terrible issue that has to be resolved in a bipartisan basis and i believe the majority of the american people support such an effort and i want to thank my colleagues again and the ever congenial senator schumer. >> now we'll have the even more congenial senator durbin. >> i want to thank my colleagues. john mccain, thanks. we have been down this road before but i feel very good about our chances this time. chuck, thank you for your leadership on this. i'm sure that marco and bob and lindsey and i understand that you've been the force behind us. if he's the glue, you're the force an it's worked. we have come t

states senators are really in line with what president obama has been calling for, you know, really all the way through his first term. and i think president obama's advocacy and his focus on the need for comprehensive immigration reform during his campaign really created the space for and quite frankly the outcome of the election created this space for this bipartisan cooperation, but, you know, i want to give you a healthy but. there is, you know, the road is littered with gangs of senators, good intentions that were consumed by the legislative process, and, you know, what i'm hopeful about in the house is certainly that the majority of democrats in the house embrace comprehensive immigration reform and the principles that were put forward by the gang of eight, and i'm confident when president obama talks about it today it will be similar. but the question is will the speaker who is dealing with still his group of really extreme republicans who have already signalled not very good comments about the proposal, you know, will he eventually let the will of the house work, the whole house

we know that real filibuster reform will not be coming to the united states senate. we know that in the last few years the senate has ground to a halt as the filibuster has been in unprecedented frequency. we know that the number of senate bills passed is the historical low. and we know that the obstruction of nominees is to bad that the president had to recess a point to the printer. and we know that senators representing 10% of americans can kill any bill or nomination. we know that in 2011 a few far sided progressors edadvocated t change the rules that would have requi required those who are fill be busting to hold the floor and talk and they were ignored by the fellow democrats. with know that harry reid himself said that ignoring the calls for reform was one of the biggest gets and only we thought we knew that there were enough votes to pass genuine reform in the caucus, but we know that won't happen as harry reid struck a gentleman's agreement to alter slightly some of the worst procedural abuses. we know that whatever changes there are, are due to the activist

i can't attribute to him a senator that promotes amnesty because he wasn't here in the united states congress but i also say to you that although congressman smith is my friend, he is wrong. for the last decade, we have not promoted amnesty. i introduced legislation that talked about legalization and it had to do with paying fines, paying a duty in terms of either service in the military or charitable service. it said get in line and behind all those who had been in line so there were penalties and that's the focus of immigration reform for a decade. but as the president said, we have had nothing but debate and sound bites and no action. now i believe we have an opportunity for action. >> all right. and you believe and despite some members of the house who are republicans who, for example, congressman smith says, he doesn't believe that any proposal will make it through the senate. when you hear those kinds of comments, how do you maintain optimism? >> i guess we'll hear from the president this afternoon and he will probably reinforce access to legalization, access of secure borders
